The Ministry of Education and Science of Ukraine announces the provision of state scholarships of Ukraine to citizens of Turkmenistan for study at higher education institutions of Ukraine in the 2026/2027 academic year.
Bachelor’s and/or Master’s degree programmes (full-time study) – up to 50 scholarships
Doctor of Philosophy (PhD) programmes (full-time study) – up to 2 scholarships

Social sciences
Technical sciences
The scholarship covers:
tuition fees for Bachelor’s, Master’s and Doctor of Philosophy (PhD) programmes;
tuition fees for a one-year preparatory course for studying the language of instruction;
accommodation in student dormitories of higher education institutions at tariffs established for citizens of Ukraine;
a monthly scholarship in accordance with the legislation of Ukraine (for Bachelor’s, Master’s and PhD students);
medical services in accordance with the legislation of Ukraine.
Applicants must:
be citizens of Turkmenistan;
hold the required level of education (complete secondary education, Bachelor’s degree or Master’s degree).
completed application form for participation in the scholarship programme;
copy of passport (pages with personal data);
copy of an education document (school certificate or diploma) indicating studied subjects and obtained grades;
academic transcript from the educational institution (if the education document has not yet been issued at the time of application);
research proposal of 500–1000 words outlining the proposed research topic (for PhD applicants).
⚠️ Documents listed in items 2–4 must be translated into Ukrainian and notarised.
The list of candidates and the complete set of documents must be submitted to the Ministry of Education and Science of Ukraine by 31 March 2026.
In case of a positive decision by the Ukrainian side, candidates must obtain an official invitation letter for study and arrive at the higher education institution in Ukraine:
no later than 10 September 2026 – for Bachelor’s, Master’s and PhD students;
no later than 31 October 2026 – for students of the one-year preparatory course.
To receive an invitation letter from a Ukrainian higher education institution, a scholarship holder must:
create a personal applicant account in the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons;
upload the required documents;
obtain an official invitation letter for study.

The language of instruction is Ukrainian.
Before starting the main academic programme, students are required to complete a one-year preparatory course in the Ukrainian language.
(During the preparatory course, a monthly scholarship is not paid.)
The Ukrainian side does not cover expenses related to:
recognition of foreign education documents;
annual medical insurance;
issuance of a temporary residence permit;
legalisation or apostille of Ukrainian education documents;
visa issuance;
transportation costs.
