The Ministry of Education and Science of Ukraine is pleased to announce the availability of State Scholarships for citizens of Turkmenistan wishing to pursue higher education at Ukrainian higher education institutions in the 2026/2027 academic year.

Degree Levels:

• Full-time Bachelor’s and/or Master’s degree programs – up to 50 scholarships

• Full-time PhD degree programs – up to 2 scholarships

Eligible Fields of Study:

• Humanities

• Social Sciences

• Technical Sciences

Scholarship Coverage:

The scholarship covers the following expenses:

• tuition fees for Bachelor’s, Master’s, and PhD degree programs;

• tuition fees for a one-year preparatory course for studying the language of instruction;

• accommodation in university dormitories under the same conditions as for citizens of Ukraine;

• a monthly allowance in accordance with the legislation of Ukraine (for students enrolled in Bachelor’s, Master’s, and PhD degree programs);

• health services in accordance with the legislation of Ukraine.

Eligibility Requirements:

• citizenship of Turkmenistan;

• possession of the appropriate level of education (general secondary education, Bachelor’s degree, or Master’s degree).

Required Documents:

1. Completed scholarship application form

2. Copy of the passport (pages containing personal data)

3. Copy of the educational certificate or diploma indicating the subjects studied and grades obtained

4. Academic transcript issued by the educational institution (if the applicant does not yet possess the educational certificate or diploma at the time of application)

5. Research proposal (500–1000 words) outlining the intended research topic (for PhD applicants only)

 Documents listed in items 2–4 must be translated into Ukrainian and notarized.

Application Deadline:

The list of nominees and applicants’ documents must be submitted to the Ministry of Education and Science of Ukraine by March 31, 2026.

Upon receiving a positive decision from the Ukrainian authorities, applicants must obtain an official invitation to study and arrive at the Ukrainian higher education institution:

• no later than September 10, 2026 – for Bachelor’s, Master’s, and PhD students;

• no later than October 31, 2026 – for students enrolled in the one-year preparatory course.

Study Invitation Procedure:

To receive an invitation from a Ukrainian higher education institution, the scholarship holder must:

• create a digital applicant account in the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons;

• upload the required documents;

• receive an official study invitation.

Additional Notes:

• The language of instruction is Ukrainian.

• Prior to commencing degree studies, students must complete a one-year preparatory course to achieve the required level of Ukrainian language proficiency.
  (No monthly allowance is provided during the preparatory course.)

• The Ukrainian authorities do not cover the costs related to:

  • recognition of foreign educational documents;

  • annual health insurance;

  • issuance of a temporary residence permit;

  • legalization or apostille of Ukrainian educational documents;

  • visa fees;

  • international and domestic travel expenses.
